OK, the space you are talking about does not appear to be caused by the formatting of the Footnote Separator. When in Page Layout view, if you click on the Show\Hide ¶ button on the Home tab of the ribbon to reveal the non-printing characters in the document, what do you see between the text and the footnotes?
